Rome, December 11, 2009
Following the conclusions of the General Assembly meeting of the European Energy Regulators (CEER/ERGEG), the 17th edition of the Florence Forum for electricity was held today in Rome, bringing together the European Regulators, the European Commission, government representatives, and operators of the electricity market.
The Forum's agenda focused on regional initiatives, the implementation of the "third European package", and the operational priorities for setting up the future European Agency for the Cooperation of Energy Regulators (ACER) to be headquartered in Ljubljana.
During the proceedings, a number of important documents, which will be offered for public consultation, were approved; these included "Guidelines for Good Practice for generation adequacy", "Position paper on Smart Grids, Regulatory aspects of the integration of wind generation in European electricity markets", "Incentive Schemes to promote Cross-Border trade", and the first example of "framework guidelines on the allocation of gas capacity", within the framework of the pilot project for testing the new regulatory process envisaged with the approval of the third package.
"The Forum," said Mr. Alessandro Ortis, President of the Italian Energy Regulator, "welcomed the publication of the ERGEG document "Strategy for delivering a more integrated EU energy market" and confirmed the importance of continuing to work through the implementation of concrete projects; it also acknowledged with satisfaction the presentation of a target model for the full implementation of the single electricity market."
The next meeting of the Forum will be held in Florence on 10-11 June 2010.
